Panamorev and his supporters proceed from the fact that Russia can be made democratic simply by removing the current government. However, this is not a correct statement. United Russia will always be authoritarian, it simply cannot be otherwise.
So the question boils down to the following construction: which is better: one big authoritarian country or many small authoritarian countries?
